                    JOB TITTLE: HUMAN RESOURCES OFFICER (ESA)
The Africa Rice Center (AfricaRice) is seeking a highly qualified Human resources Officer to be based at AfricaRice, Dar es salaam.
About AfricaRice
AfricaRice is one of the 15 international agricultural research Centers that are members of the
CGIAR Consortium. It is also an autonomous intergovernmental association of African
Member countries.


Responsibilities
The human Resource officer will be in charge of two-level activities: activities related to the day to day operation of the regional station that will take 80% of his/her time, and activities related to human resources Projects conducted by the headquarters that will take 20% of his/her time. She/he will carry out his/her activities under the functional supervision of the regional representative.

More specifically, the incumbent should:
Day to day operation of the regional station
• Lead the local and regional recruitment processes in collaboration with the headquarters
• Welcome new staff member and ensure their integration in conformity with the policy in use
• Coordinate the evaluation process of the general support staff (GSS) in conformity with current procedures and report the results to the Headquarters. This activity includes evaluations after probationary periods, end-of-contract evaluations and annual evaluations
• Provide logistic support to the evaluation of internationally recruited staff (IRS) of the regional station
• Manage annual and compensatory leaves of the GSS and IRS staff of the regional station
• Follow up the workforce of the regional station in collaboration with the headquarters
• Identify the health and security related risks at the regional station and propose corrective measures to the regional Representative
• Ensure that AfricaRice practices and policies in human resources management abide by the laws of the country
• Assist the staff of the regional station with issues that comes under the human resources services
• Undertake any other activities under the abovementioned responsibilities at the request of the supervisors.

Activities related to HR Projects
• Work in close collaboration with the headquarters and provide advices and assistance with regard to harmonizing work settings
• Lead specific projects assigned by the Human Resources manager or his designated representative
• Follow modern developments in HRM, particularly developments that could be applicable to the context of the regional station, and advise the Headquarters on the opportunities and possibilities.

Qualifications/Selection Criteria
Education: University degree in Human resources management, business or public administration, social sciences, education or related field. Advanced degree is an asset.

Work Experience: Five years’ work experience within a reputable and structured organization, experience in providing strategic advice analysis and recommendations on complex Human Resources management issues; experience in an operational environment in delivering human resources services.

Language
The candidate should be fluent in English or French. A good working knowledge of the other
language would be an asset.
Terms and Conditions
 This is a Regionally recruited position open to citizens from AfricaRice member countries only

 The initial appointment is for two years with the possibility for renewal.

TITLE: DEPUTY CHIEF EXECUTIVE DIRECTOR

Purpose of The role / job summary reporting to the Chief Executive Director the Deputy Chief Executive Director will be an assistant to the Executive Director. He/she will be working hand in hand with the Chief Executive Director to support him in day to day activities of running the office including but not limited to the following
KEY RESULT AREAS
1. As part of the SMT, contribute to the strategic planning, financial management and day-to-day running of the Institute.
2. Responsible for the management of the scientific output in alignment with donor’s requirements, international scientific and ethical standards.
3. Assist the CED in overseeing the strategic direction of the Institute by monitoring implementation of the scientific activities and nonscientific activities.
4. Assist the Chief Executive Director in running of the Management Meetings.
5. Assist the Chief Executive Director to supervise Heads of Departments / Chief Officers at the Institute.
6. Assist the Executive Director in the preparation of the board papers, taking minutes of Board meetings and assist the Executive Director in implementing the Board and its sub-committees directives
7. Contribute to implementation of strategic plans, financial and administrative policies in support of Institute(s) objectives.
8. Facilitate and pro-actively support grant/contract bids and represent
Institutes in liaison/negotiation with external funding agencies – often
in being solely responsible for the Institute’s Fundraising activities.
9. Approve and support the preparation of research grant applications, advising on sponsor regulations.
10. Authorize the submission of research grant applications on behalf of the Institute
11. Represent Chief Executive Director in meetings within and outside the office
Qualification and skills • Corporate Management, MBA, MPH or similar qualification
• PhD in any scientific field would be an added advantage though not a requirement.
• Knowledge and understanding of the scientific research Management,
• Good overview of research Management
• Good fundraising experience.
