TANGAZO LA NAFASI ZA KAZI
Sekretariati ya Ajira katika Utumishi wa Umma ni chombo ambacho kimeundwa kwa
mujibu wa Sheria ya Utumishi wa Umma Na. 8 ya mwaka 2002 kama ilivyorekebishwa
na Sheria Na. 18 ya mwaka 2007 kifungu 29(1). Kwa mujibu wa Sheria hiyo, chombo hiki,
pamoja na kazi zingine kimepewa jukumu la kutangaza nafasi wazi za kazi zinazotokea
katika Utumishi wa Umma kwa niaba ya Waajiri (Taasisi za Umma).
Katibu wa Sekretarieti ya Ajira Katika Utumishi wa Umma anakaribisha maombi ya
Watanzania wenye sifa na uwezo wa kujaza nafasi 102 za kazi kwa ajili ya Katibu Mkuu
Wizara ya Maji,

kama wanakibali cha Katibu Mkuu Kiongozi.

Nafasi hizi ni kwa ajili ya Katibu Mkuu Wizara ya Maji.
1.1 MAJUKUMU YA KAZI
 Kufanya kazi kwa kuongozwa na chini ya uangalizi wa Fundi Sanifu aoyesajiliwa ili
aweze;
 Kushirikiana na Wahandisi wa Maji na kuwaongoza walengwa katika kuchagua njia za
kupitisha bomba kwa ajili ya miradi ya maji na usafi wa mazingira;
 Kupima hali ya kijiografia ya maeneo ya inayokusudiwa kujengwa au yenye miradi ya
maji na usafi wa mazingira ili kuwezesha usanifu wa miundo mbinu miradi;
 Kupima uwekaji wa vifaa vya miundo mbinu kwenye ardhi wakati wa ujenzi wa miradi ya

 Kunakili na kutunza taarifa za upimaji wa ardhi kwa ajili ya miundo mbinu ya miradi ya
maji na usafi wa mazingira kwa namna inayokubalika kwa mchoraji wa ramani za usanifu
wa miradi kufanya kazi yake kwa unadhifu;kuchora ramani za maeneo ya miradi ya maji
na usafi wa mazingira kwa namna zote zinazokubalika kwa ajili ya kuwezesha usanifu
wa miundo mbinu ya maji na usafi wa mazingira;
 Kumsaidia Fundi Sanifu katika kazi za upimaji ardhi.
1.2 SIFA ZA MWOMBAJI
 Kuajiriwa wahitimu wa kidato cha nne waliohudhuria na kufaulu mafunzo ya mwaka
mmoja kutoka Chuo cha Maji au Chuo chochote kinachitambuliwa na Serikali ambao

ajili ya kukidhi uendeshaji nadhifu, endelevu na kuzuia uharibifu;
 Kuhudumia uendeshaji wa pampu na injini za miradi ya maji;
 Kufanya matengenezo ya kawaida, ya vipindi na ya kuzuia uharibifu wa pampu na injini
kwa kufuata miongozo ya uendeshaji na matengenezo na inapohitajika kwa dharura;
 Kunakiri, kutayarisha, kukusanya, kutunza na kuziwasilisha takwimu za uendeshaji na
matengenezo ya pampu na injini za miradi ya maji;

Nafasi hizi ni kwa ajili ya Katibu Mkuu Wizara ya Maji.
1.1 MAJUKUMU YA KAZI
 Kufanya kazi kwa kuongozwa na chini ya uangalizi wa Fundi sanifu aliyesajiliwa ili aweze;
 Kufunga mfumo wa umeme unaohitajika kwa ajili ya uendeshaji wa mitambo ya miradi ya
maji na usafi wa mazingira;
 Kufunga mota na vifaa vingine vya umeme vya aina mbalimbali vya miradi ya maji na
usafi wa mazingira;
 Kufanya usafi na ukaguzi wa mfumo wa umeme, mota na vifaa vingine umeme vya miradi
ya maji na usafi wa mazingira kwa ajili ya kukidhi uendeshaji nadhifu wa pampu na
kuzuia uharibifu;
 Kuendesha mitambo inayotumia umeme ya miradi ya maji na usafi wa mazingira;
 Kufanya matengenezo ya kawaida, ya vipindi na ya kuzuia uharibifu kwenye mfumo wa
umeme, mota na vifaa vingine umeme kwa kufuata miongozo ya uendeshaji, na
inapohitajika kwa dharura.
 Kunakili, kutayarisha, kukusanya, kutunza na kuziwasilisha takwimu za uendeshaji na
matengenezo ya mitambo inayotumia umeme ya miradi ya maji na usafi wa mazingira;
 Kumsaidia Fundi Sanifu katika kazi za kiufundi.

 Kuajiriwa wahitimu wa kidato cha nne waliohudhuria na kufaulu mafunzo ya mwaka
mmoja kutoka Chuo cha Maji au Chuo chochote kinachitambuliwa na Serikali ambao
wana Cheti cha ufundi Daraja III (Plants Technician Electrical).

TECHNICIAN PLUMBING) – NAFASI 1-INARUDIWA
Nafasi hizi ni kwa ajili ya Katibu Mkuu Wizara ya Maji.
1.7 MAJUKUMU YA KAZI
 Kufanya kazi kwa kuongozwa na chini ya uangalizi wa Fundi Sanifu aliyesajiliwa ili aweze;
 Kufunga mitandao ya bomba za aina mbalimbali ya miradi ya maji na usafi wa mazingira;
 Kufanya usafi na ukaguzi wa mitandao ya bomba ya miradi ya maji na usafi wa mazingira
kwa ajili ya kukidhi uendeshaji nadhifu, endelevu na kuzuia uharibifu;
 Kuwezesha uzalishaji na usambazaji wa maji na utoaji wa majitaka kwa kupitia mitandao
ya bomba za miradi ya maji na usafi wa mazingira.
 Kufanya matengenezo ya kawaida ya vipindi nay a kuzuia uharibifu wa mitandao ya
bomba kwa kufuata ratiba na inapohitajika kwa dharura.
 Kunakili, kutayarisha, kukusanya, kutunza na kuziwasilisha takwimu za uendeshaji na
matengenezo ya mitandao ya bomba za miradi ya maji na usafi wa mazingira;

MHANDISI DARAJA LA II (MAJI) – WATER RESOURCE ENGINEER –
NAFASI 14-INARUDIWA
Nafasi hizi ni kwa ajili ya Katibu Mkuu Wizara ya Maji.
5.1 MAJUKUMU YA KAZI
 Kushughulikia upembuzi yakinifu, usanifu wa ujenzi, uendeshaji na matengenezo ya
miundombinu midogo midogo ya usambazaji maji na kushiriki shughuli za upembuzi
yakinifu, usanifu, ujenzi, uendeshaji na matengenezo ya miundombinu mikubwa ya
ujenzi wa usambazaji maji na usafi wa mazingira.
 Kufanyia mapitio taarifa za upembuzi yakinifu na sanifu za ujenzi wa miundombinu ya
miradi ya usambazaji maji na usafi wa mazingira.
 Kufanyia ukaguzi wa utekelezaji wa ujenzi, uendeshaji na utengenezaji wa miundombinu
ya uzalishaji na usambazaji maji na usafi wa mazingira kwa ajili ya kupata ubora
unaokusudiwa.
 Kushiriki katika kazi ya kupendekeza miradi na kupitia mapendekezo ya miradi (project
proposal) ya usambazaji maji na usafi wa mazingira.
 Kufanya uchunguzi kuhusu uharibifu wa miundombinu au ajali zinazojitokeza wakati wa
utekelezaji wa miradi ya maji na usafi wa mazingira.
 Kutayarisha bajeti ya utekelezaji wa shughuli za sekta za maji.
 Kusimamia kuratibu na kufuatilia utekelezaji wa ujenzi, uendeshaji na mategenezo ya
miundombinu ya miradi ya maji na usafi wa mazingira.
 Kukusanya na kutayarisha taarifa mbalimbali za utekelezaji wa shughuli za sekta ya maji
kwa ajili ya matumizi ya sekta na kwa ajili ya kujisajili katika bodi ya Wahandisi.
5.2 SIFA ZA MWOMBAJI
 Kuajiriwa wenye Shahada/Stashahada ya juu ya uhandisi wa Maji (Water Resource
Engineering) kutoka vyuo vikuu vinavyotambuliwa na Serikali.
5.3 MSHAHARA
 Kwa kuzingatia Ngazi za mishahara ya Serikali yaani TGS E kwa mwezi.

MHANDISI DARAJA LA II (MAJI) – WATER RESOURCE WITH GIS ENGINEER –
NAFASI 4-INARUDIWA
Nafasi hizi ni kwa ajili ya Katibu Mkuu Wizara ya Maji.
6.1 MAJUKUMU YA KAZI
 Kushughulikia upembuzi yakinifu, usanifu wa ujenzi, uendeshaji na matengenezo ya
miundombinu midogo midogo ya usambazaji maji na kushiriki shughuli za upembuzi
yakinifu, usanifu, ujenzi, uendeshaji na matengenezo ya miundombinu mikubwa ya
ujenzi wa usambazaji maji na usafi wa mazingira.
 Kufanyia mapitio taarifa za upembuzi yakinifu na sanifu za ujenzi wa miundombinu ya
miradi ya usambazaji maji na usafi wa mazingira.
 Kufanyia ukaguzi wa utekelezaji wa ujenzi, uendeshaji na utengenezaji wa miundombinu
ya uzalishaji na usambazaji maji na usafi wa mazingira kwa ajili ya kupata ubora
unaokusudiwa.
 Kushiriki katika kazi ya kupendekeza miradi na kupitia mapendekezo ya miradi (project

 Kufanya uchunguzi kuhusu uharibifu wa miundombinu au ajali zinazojitokeza wakati wa
utekelezaji wa miradi ya maji na usafi wa mazingira.
 Kutayarisha bajeti ya utekelezaji wa shughuli za sekta za maji.
 Kusimamia kuratibu na kufuatilia utekelezaji wa ujenzi, uendeshaji na mategenezo ya
miundombinu ya miradi ya maji na usafi wa mazingira.
 Kukusanya na kutayarisha taarifa mbalimbali za utekelezaji wa shughuli za sekta ya maji
kwa ajili ya matumizi ya sekta na kwa ajili ya kujisajili katika bodi ya Wahandisi.
6.2 SIFA ZA MWOMBAJI
 Kuajiriwa wenye Shahada/Stashahada ya juu ya uhandisi wa Maji (Water Resource with
GIS) kutoka vyuo vikuu vinavyotambuliwa na Serikali.
6.3 MSHAHARA
 Kwa kuzingatia Ngazi za mishahara ya Serikali yaani TGS E kwa mwezi.

MHANDISI KILIMO DARAJA LA II (AGRO – ENGINEERS) – NAFASI 6-INARUDIWA
7.1 MAJUKUMU YA KAZI
 Kuandaa program za mafunzo kwa wakulima kutumia zana za kilimo,
 Kushiriki katika kufundisha wakulima na matumizi bora ya zana,
 Kushiriki kutengeneza michoro/ramani za umwagiliaji,
 Kushiriki katika ujenzi wa miradi ya umwagiliaji,
 Kushirikiana na mafundi sanifu kuwafunindisha wakulima uendeshaji wa skimu
za umwagiliaji,
 Kukusanya takwimu za miradi ya umwagiliaji,
 Kushiriki kuratibu na kutoa huduma za umwagiliaji kwa vikundi vya umwagiliaji
pamoja na matumizi ya maji,
 Kuandaa mafunzo/maonyesho ya matumizi ya za za kilimo,
 Kufuatilia program za mafunzo ya wanyama kazi, mafundi wa matrekta na
wakulima jinsi ya matumizi ya wanyama na matrekta,
 Kuwafundisha wakulima ujenzi wa vihengo bora na
 Kushughulikia ubora wa zana na kuwashauri waagizaji na watengenezaji
ipasavyo.
7.2 SIFA ZA MWOMBAJI
 Kuajiriwa wenye shahada ya kwanza (Bachelor Degree) ya uhandisi yenye
mwelekeo mkubwa katika fani ya Kilimo cha umwagiliaji na cha zana kutoka
Chuo Kikuu kinachotambuliwa na Serikali.

•Driving project car as well as other motor

•Ensuring that fuel, oil, water, tires and the general
state of the car has been checked before use
•Provide driving services to NM AIST staff and
researchers related to VLIR and other delegates who
are
related to VLIR programme.
•Maintaining log book for each and every trip
•Ensuring that the vehicle is serviced as planned
•Carrying out small repairs if the vehicle breaks
down
•Performing any other duties as assigned to him by
his supervisor.

JOB OPPORTUNITY: COST- TANZANIA MANAGER
I. POSITION OVERVIEW
The Construction Sector Transparency Initiative
(CoST) is an International Multi-Stakeholder
Initiative designed to increase transparency and
accountability in the Construction Sector. The
initiative was initially piloted in eight countries

including Tanzania through the support of the U.K.
Department for International Development (DfID).
Tanzania is of now the CoST implementing country,
and the DfID has continued to fund CoST-Tanzania
together with other Development Partners (DPs).
The Multi-Stakeholder Group (MSG) composed of
Government, private sector and civil society
constituencies’ representatives oversee
implementation of CoST-Tanzania. The Secretariat
of CoST-Tanzania is hosted by the National
Construction Council (NCC) and headed by
Manager. The CoST-Tanzania Manager (CM) is
responsible for coordinating technical operations as
well as overseeing administration of day-to-day
functions with assistance of Administrative
Secretary. Moreover, the CM shall be responsible for
managing delivery of CoST-Tanzania
implementation work-plan, and advising the MSG
accordingly to ensure CoST-Tanzania achieves its
vision of the construction sector free from
corruption and value for money along with long term
institutional goal of sustainable functioning, growth
and development.
CoST-Tanzania is therefore desirous to immediately
recruit the CoST-Tanzania Manager through a two
phase methodological process. The successful
candidate will initially be recruited as CoST-
Tanzania Manager Assistant (CMA) thus
subsequently promoted to a full managerial position
– CoST-Tanzania Manager (CM) – upon successful
completion of six months probation period. The CM
will be given a two year job contract, renewable
upon MSG satisfaction of CM competence
reinforced by outcome of an independent job
performance assessment.
The CM position requires a competent individual
with proven knowledge, skills and experience in
project-cum-financial management, multi-
stakeholder-donor-funded arrangements and strong
background knowledge of Tanzania construction
sector/industries. The successful CM will report to
the Chairperson of MSG, and will work from the
CoST-Tanzania Secretariat based in Dar es Salaam.
II. PRINCIPAL FUNCTIONS
1. FINANCIAL MANAGEMENT
1.1 Prepare annual budget and funding applications
to deliver the activities specified in the CoST-
Tanzania Implementation Plan.
1.2 Prepare quarterly financial management reports
for the MSG and CoST
International Secretariat (IS).
1.3 Prepare end of year financial statements/reports
in line with existing financial reporting regulations
for external auditing and public information.
1.4 Manage Development Partners’ (DPs) funding
records, and liaise with key persons to ensure
smooth and sustained funding flow to CoST-
Tanzania.
1.5 Monitor income and expenditure of CoST-
Tanzania funding, and prepare reports as regularly
required by MSG.
1.6 Approve payments to suppliers and consultants
in compliance with the international financial
management standard procedures and guidelines.
1.7 Manage public procurement of works, materials
and services under existing public procurement legal
and regulatory framework.
1.8 Ensure payroll functioning.
1.9 Advise MSG on adopting appropriate applicable
financial management systems and procedures.
2. Administration
2.1 Coordinate Multi-Stakeholder Group meetings,
including pre-meeting agenda consultations.
2.2 Coordinate CoST-Tanzania public engagement
meetings including disclosure events, and Annual
General Meetings.
2.3 Oversee and maintain CoST-Tanzania and
relevant activities insurance cover.
2.4 Oversee and develop innovative office systems
and procedures.
2.5 Prepare CoST-Tanzania internal HR/staffing,
ICT, communication and standard office practice
manual for MSG endorsement, and thereafter
application in running CoST-Tanzania administrative
affairs.
3. Project Management
3.1 Efficiently and effectively manage delivery of
CoST-Tanzania implementation work-plan.
3.2 Coordinate technical assistance (TA) and
capacity building activities as reflected in the work-
plan.
3.3 Assist MSG to procure and manage consultants
to deliver technical assistance such as the
assurance process and baseline studies consistent
with implementation work-plan.
3.4 Implement the MSG agreed quality assurance
process for publishing documents.
3.5 Co-ordinate and manage fundraising for CoST-
Tanzania programme activities.
3.6 Oversee coordination of CoST-Tanzania project
management lifecycle for MSG to endorse any
changes in the design and implementation strategy.
4. Technical assignments
4.1 Work with relevant Ministries and Procuring
Entities to identify capacity building requirements
for the disclosure of CoST Material Project
Information (MPI).
4.2 Work with civil society organizations to identify
their capacity building needs and requirements to
effectively engage and use MPI.
4.3 Co-ordinate policy research functions relevant to
CoST-Tanzania mandate.
4.4 Produce policy briefs and documents,
procedures, terms of reference, guidance materials,
etc. for CoST-Tanzania programme as agreed by
MSG.
5. Reporting
5.1 Prepare regular country progress reports on a
quarterly basis for submission to MSG and IS.
5.2 Ensure CoST-Tanzania implementation work-
plan is always up-to-date and timely (quarterly)
submitted to MSG and IS.
6. Stakeholder Engagement and Communications
6.1 Review (design) CoST-Tanzania communication
strategy for MSG endorsement and subsequent
application.
6.2 Engage with DPs, government, private sector
entities and Civil Society
Organizations (CSOs) building a coalition supporting
CoST-Tanzania implementation.
6.3 Use a various communication tools including
newsletters and social media to communicate with
stakeholders.
6.4 Organize and deliver CoST-Tanzania
stakeholders’ engagement events.
6.5 Maintain frequent communication with CoST IS
to keep it updated on progress, including challenges
arising thereof and additional support required for
CoST-Tanzania progress.
6.5 Respond to queries related to transparency
issues in the Tanzania construction sector.
6.6 Liaise with media for the sole purpose of
promoting the goal of CoST-Tanzania and the
construction sector transparency in general.
6.7 Coordinate publishing to ensure relevant articles
from CoST-Tanzania are published in the
International CoST bulletin.
6.8 Liaise with CoST IS to ensure relevant CoST-
Tanzania content appears on the CoST-International
website.
6.9 Update CoST-Tanzania website to ensure
material information availability to stakeholders.
7. Staffing and Membership Recruitment
7.1 Co-ordinate recruitment of support/short-term
staff and mobilization of new members.
7.2 Set, support and monitor performance of staff
targets.
III. QUALIFICATIONS
Successful applicants should possess the following:-
Education
Possession of at least bachelor’s degree from a
recognized university, specialized in engineering
and/or business administration-related fields.
Experience
At least 5 years of proven practical experience in
project management, financial management,
knowledge of Tanzania construction sector/industry,
institutional governance, management of multi-
stakeholder arrangements, management of DPs
funded projects/programmes, and procuring and
managing consultants.
Knowledge and Skills
• Demonstrated project management skills and
ability to manage several simultaneous activities in
a fast-paced environment;
• Excellent technical and financial report drafting/
writing
• Computer application (MS Office, internet-based
tools)
• Excellent communication, writing and analytical
skills;

A number of diverse activities will be taking place in four regions of Rio de Janeiro – Barra, Deodoro, Maracanã and Copacabana – and there will also be positions in the football cities (São Paulo, Brasília, Salvador and Belo Horizonte). In 2016, a group of 70,000 volunteers will help stage the Olympic and Paralympic Games in Rio de Janeiro. In order to be part of this group, you will be guided along a journey of approximately two years, during which time you will discover the best role to match your profile.
