Description: The GWEP program coordinator will be responsible for
managing all activities of the WECA. S/He will be responsible for
managing the day to day

of women issues and advocate for change in policies.

• Contract and manage CBTs and other consultants where need be;

activities that contribute to achieving the organization’s mission. The mission of the Tanzania Forest Conservation

important forests in Tanzania for the benefit of the present and future

2. Job specific responsibilities
The
Finance and Administration Director is responsible for leading and
developing TFCG’s Finance and Administration Department. S/he is
responsible for ensuring efficient, effective and well-governed
operations in TFCG’s Finance and Administration Department. S/he will
support TFCG to fulfil its mission by ensuring that timely and accurate
financial information is available to inform decision-making; and that
TFCG’s policies and procedures are adhered to.
The department under her/his responsibility is composed of two sub-divisions:
• The Finance and Administration Division
• The Human Resources Division.
3. Reporting Line and Line management:
The
Finance and Administration Director (FAD) reports directly to the
Executive Director. The FAD is the line manager for all Finance Officers
and for the Human Resources Manager. The FAD is part of the TFCG
management team.
4. Key Responsibilities
The Finance and
Administration Director is responsible for the efficient and effective
running of TFCG’s Finance and Administration Department. S/he will
ensure that all TFCG staff are aware of and comply with TFCG’s financial
and human resources policies and procedures. S/he works closely with
the Project managers and the Senior Technical Advisor.
a) Staff management
•
Lead the Finance and Administration Department and support all staff
within the Department to fulfil their roles and responsibilities in
ensuring a well-governed and efficient department.
• Monitor
performance of staff in the Finance and Administration Department and
provide appropriate mentoring, coaching and formal training as well as
taking appropriate action in respect of underperformance.
•
Organize regular departmental meetings in order to foster good
communication and cooperation between staff members within the

• Develop performance targets per division for each year and monitor and report on progress in relation to these targets.
b) Financial Management (60%)
• Plan and direct the activities of TFCG’s Finance Officers including supervising, problem-solving and coaching.

• Ensure that all financial records are timely and accurately recorded in QuickBooks.

Ensure that accurate and relevant financial information is made
available to the TFCG management team to inform decision-making.

• Ensure donor financial reports are in line with financial statements derived from QuickBooks.
• Ensure that TFCG’s asset register is fully updated and accurate.
c) HR Management (20%)
Plan and direct the activities of the HR Manager.
• Assist the HR Manager to provide supervision and coaching of line mangers on HR management
• Request quarterly recruitment planning and staff movements overview (including possible retrenchment).
• Ensure recruitment process is executed in accordance with TFCG’s HR policies and in a professional manner.
• Ensure that the HR Manager develops and implements a staff orientation protocol.

Ensure that staff performance review and personal development plans are
completed in accordance with TFCG’s HR policies and procedures.

Provide oversight for the development of the monthly payroll to ensure
that salaries are paid in accordance with TFCG’s policies and procedures
and all statutory requirements are met.

d) Administration Management (20%)

administration routines are properly managed and functioning according
to TFCG policies and procedures.

financial regulations and manual; and with grant-specific contractual

JOB DESCRIPTION
Position Outline
This
position is for a Research Administrator to support the activities of
an international multi-partner research project based at the Nelson
Mandela Africa Institution of Science and Technology (NM-AIST) in
Arusha. The project is funded through the UK Department for
International Development
(DFID) and Research Councils UK (RCUK) through the Zoonosis in Emerging Livestock Systems (ZELS) programme, and will involve a range of interdisciplinary research activities to investigate how changing livestock systems
affect livestock and human health and livelihoods in rural and
peri-urban communities of northern Tanzania. The research activities
include field studies in northern Tanzania, laboratory-based research at
NM-AIST and Kilimanjaro Christian Medical Centre (KCMC), and policy
interactions with local, national and international policy-makers. The
project will also support the training of graduate students from Tanzania and the UK.
The
position holder will have a major role in providing administrative
support for the research activities, working closely with investigators
and technical staff from NM-AIST, and other partner institutions in
Tanzania (KCMC, Sokoine University of Agriculture, Ministry of Livestock
and Fisheries Development, Ministry of Health and Social Welfare) as
well as international partners from the UK (University of Glasgow and
University of Sussex), New Zealand (Otago University) and USA (Washington State University).
This is a full-time position for up to 48 months.
Main Duties and Responsibilities
The
research administrator will report to the principal investigator at
NM-AIST in liaison with the project principal investigator at the
University of Glasgow. The position entails, but is not limited to the
following activities:
1. To provide administrative support for
financial management of the project, including processing of
sub-contracts and invoices, disbursement and reconciliation of advances
for field work, maintaining up to date accurate financial records,
providing routine statements of project expenditure, and liaison with
the project administrator at the University of Glasgow for preparation
of interim and final financial reports for UK funding agencies and for
addressing routine financial enquiries about the project.
2. To
coordinate the procurement of research equipment and supplies, including
international shipment and customs clearance of supplies in Tanzania,
where necessary.
3. To provide support for preparation and
processing of documents required for research and ethical clearance, and
import/export of biological samples.
4. To take a lead role in
organisation of project meetings in Tanzania, including travel and
accommodation arrangements of participants, venue booking and providing
assistance with preparation and dissemination of reports and other
outputs.
5. To assist with arrangements for local travel and accommodation of international researchers while in Tanzania.
6. To provide oversight for maintenance project vehicles and vehicle documentation, including insurance.
7.
To assist with recruitment procedures for Tanzanian project staff and
students, and provide a key point for liaison between project staff and
investigators.
8. To have responsibility for secure storage of project supplies at NM-AIST.
9.
To assist with preparation of minutes from project meetings, including
monthly skype meetings, and compiling and preparation of material for
the project website, newsletters, conference presentations and reports,
including powerpoint slides, maps and figures.

with other partners of the research group, as appropriate, to develop
the work relating to the project and the group as a whole.

POSITION: PROJECT COORDINATOR (1 POST)
The candidate
will be responsible to ensure that the client’s requirements are met,
the project is completed on time and within the approved budget. Other
functions include but not limited to the following:
Duties and Responsibilities;
• Work with
project committee in preparing the Annual work plan, yearly budgets of
the project and oversee implementation schedules as per approved budget,
and supervise overall technical, administrative and financial
implementation of the project.
• Oversee the management of project resources in collaboration with the project committee and Directorates
• Ensure
adherence to EU Project Rules and Regulations as well as procurement
procedures and processes (technical and financial) as laid out in the
project practical Guide (PRAG)
• Assist the Project Committee and HR Office in organizing workshops, seminars and meetings connected with the project
• Assist the
Director General, with regular project updates and project financial
progress, to measure financial progress against technical progress
• Evaluating the project requirements and providing useful assistance to serve project needs
• Assist the project, with financial, procurement and HR issues if and when needed
• Receive and arrange for reproduction and circulation of reports, studies and other relevant project documentation
• Secure the submission of a detailed expenditure report of the project, on monthly and quarterly basis
Minimum Qualifications and experience required
Education requirements:
Holder of
Master’s Degree in project planning and management or master’s Degree in
Business administration with focus on project management from
recognized University/Institution.
Qualitative requirement:

Experience:

identifying, recording, classifying, reporting and interpreting the
financial condition and performance of the project. Other functions

• To check accuracy of project financial reports
• To verify accounts receivables
• To prepare project Assets Register
• To cross check cheque list-against voucher list
• To control and monitor project expenditures in accordance to the programme estimates
• To respond to audit queries

• To prepare replenishment requests
• To prepare project finance reconciliation statements
Minimum Qualifications and experience required
Education requirements:
Holder of
Master’s Degree in Accounting/finance or commerce from recognized
University/Institution with CPA (T), ACCA and any other recognized
professional qualifications
Qualitative requirement:
• Knowledge of accounting principles, practices and procedures;
• skills in performing detailed numerical computation;
• skills in preparing detailed reports on timely basis;
• skills in both verbal and written communication; and
• skills in the use of computer hardware and software (Accounting software)
Experience
• At least five years of working experience in accounting field with donor funded projects
